The area around Elk River was known to have been settled by the Cherokee although there is no proof of a permanent settlement. In 1848, the first settlement was formed by Martin L. Banner.

Originally from Wales, the Banner family left Forsyth County, and moved to the area. As the family grew, the area they inhabited became known as Banner's Elk. In 1911, the town was incorporated, and the name was shortened to Banner Elk.
