The town was originally a part of South Carolina and was named Whitaker. The name would later be changed to Grover in honor of President Grover Cleveland.

In 1841, the county was created from parts of Rutherford and Lincoln counties. Benjamin Cleveland, an American Revolutionary War colonel who fought in the Battle of King's Mountain, is who the county was named for. The county was spelled "Cleaveland" until 1887 when it was changed to it's modern spelling "Cleveland".

Cleveland County borders Burke, Lincoln, Gaston, York (South Carolina), Cherokee (South Carolina), and Rutherford counties.
